The situation

Organisations based in regional Australia face acute problems delivering IT services compared with their metropolitan peers. Many costs are higher, infrastructure such as telecommunications is often poorer, skilled staff are difficult to attract and retain, and the organisation’s requirements are no less stringent for any of it.

In higher education the problem is compounded by funding structure. Significant amounts of funding arrive as one-off grants that demand disciplined project and program management, while providing no budget for the ongoing maintenance and management of the infrastructure they create. This organisation was carrying both structural challenges at once, along with an aged IT infrastructure and an IT function that had drifted away from its organisational stakeholders.

Why independent advice mattered

The pressures at work here were structural, not personal, and untangling them required a view nobody inside the organisation could take. The IT team was managing the day-to-day consequences, and any external provider assessing the environment would have been assessing its own future sales opportunity.

As independent advisors with no products to sell and no implementation work to win, we could name the structural constraints honestly, assess the estate on its merits, and recommend a path the organisation could actually fund and sustain.

What we did

The engagement addressed the structural challenges and the immediate remediation need together.

01

Assessed IT operations against the regional reality

We reviewed the organisation’s IT operations in the context of genuine regional constraints: higher costs, weaker telecommunications infrastructure, and a thinner market for skilled staff.

02

Addressed the grant-funding discipline problem

We examined how one-off grant funding was shaping the infrastructure estate, and what project and program disciplines were needed to stop each grant leaving behind assets nobody could afford to maintain.

03

Built the remediation path for the aged estate

We assessed the aged IT infrastructure and set out a practical remediation approach that fitted the organisation’s real funding envelope.

04

Re-engaged IT with organisational stakeholders

We worked to reconnect the IT function with the stakeholders it serves, so technology decisions were once again shaped by organisational requirements.

The outcome

  • An honest, independent assessment of IT operations set against genuine regional constraints rather than metropolitan assumptions
  • A funding-aware approach to grant-driven infrastructure, matching project discipline to the realities of one-off funding
  • A practical remediation path for the aged IT estate
  • An IT function re-engaged with the organisational stakeholders it serves

The organisation came away with something regional institutions rarely get: an assessment that took its structural constraints seriously instead of wishing them away, and a path forward it could sustain.

Regional constraints, metropolitan expectations?

If your organisation is expected to deliver metropolitan-grade IT services under regional conditions, an independent assessment grounded in that reality is the right starting point.

Is this your situation?

The signals that led this organisation to seek independent advice

If any of these feel familiar, the conversation is worth having before the next decision locks you in.

Grant funding built it, nobody can maintain it

One-off funding created infrastructure the operating budget was never sized to sustain, and the gap widens every year.

The IT estate has quietly aged out

Deferred replacement has caught up with the organisation, and the risk now sits in infrastructure everyone depends on.

IT and the organisation have drifted apart

Stakeholders stopped expecting IT to enable their work, and IT stopped hearing what the organisation actually needs.
